Eligibility Criteria for HESLB Online Loan Application 2023/2024
To be eligible for a student loan from the Tanzania Higher Education Student Loan Board (HESLB), certain criteria must be met. Here are the General requirements:
- Tanzanian Citizenship: To be eligible for the student loan, you must be a Tanzanian citizen.
- Loan Application through OLAMS: You should have used the Online Loan Application and Management System (OLAMS) to apply for a loan. This is the platform used to process loan applications.
- Admission to an Accredited Higher Education Institution: In order to be eligible for HESLB Online Loan Application 2023/2024, applicants must have been accepted to a fully accredited Higher Education Institution on a full-time basis. This guarantees that your studies are taking place in a legitimate and certified setting.
- No Other Sources of Funding: You should not have any other sources of funding for your schooling. The loan is intended for those who do not have other financial resources.
- Undergraduate Applicants’ Income: Undergraduate applicants should not be employed in either the public or private sector and, thus, should not generate an income from regular employment.
- Continuing Student: You must be a continuing student, meaning you have progressed to the next year or stage of study. You need to provide results or progress reports to demonstrate your academic advancement.

HESLB Online Loan Application 2023/2024 | Application Process
Open any web browser on your device and visit the HESLB OLAMS website https://olas.heslb.go.tz
For ease of access, you can click HERE FOR OLAMS Login HESLB. When you’re on the home page, then click on “Apply for Loan,” as shown on the image below and indicate whether you are a NECTA student or a non-NECTA student.
Once you have made your choice of “NECTA” or “Non-NECTA,” You will now be able to see the registration form.
In order to successfully complete the registration process, please make sure that all the required information is filled out accurately. Please pay close attention to each of the designated fields and enter your information as precisely as possible as a single minor mistake may make your application disqualified by HESLB.
Please provide the necessary paperwork in the requested format. Please take the time to review all of your information before officially submitting it.
Make the payment of the application fee. Applicants are required to submit a non-refundable, one-time application fee of TZS 30,000.00/= using GePG via NMB, CRDB, TPB, Vodacom M-PESA, TIGO PESA or AIRTEL MONEY in order to complete the payment process for their applications. To finalize the online application process on the OLAMS website, applicants must print out and sign the corresponding application forms and Loan Agreements, along with attaching all necessary documents. Authentications may then be obtained before uploading into the OLAMS platform.

Documents Required For HESLB Online Loan Application 2023/2024
The following are the key documents to support application for the 2023/2024 HESLB Online Loan Application: –
- Death certificate to prove orphanage (RITA or ZCSRA);
- Self-Disability Form (SDF-1) endorsed by the District Medical Officer (DMO) or Regional Medical Officer (RMO) or any designated medical expert with recognized affiliations;
- Parent Disability Form (PDF-2) endorsed by the District Medical Officer (DMO) or Regional Medical Officer (RMO) or any designated medical expert with recognized affiliations;
- Corporate Sponsorship Form (SCSF-3) supporting financial assistance received by applicant during pre-university/college schooling. SCSF-3 to be endorsed by applicant’s corporate sponsor;
- Household vulnerability evidence endorsed by approved District Social Welfare Officer;
- Retirement letter endorsed by the last employer recognized by the National Pension Scheme;
- Social Support Beneficiary’s number from Tanzania Social Action Fund (TASAF).
What Next After Successful HESLB Online Loan Application?
After submitting your application, the Higher Education Students’ Loans Board (HESLB) will review your eligibility and assess your financial need. If your application is approved, you will receive a notification outlining the loan amount and disbursement details. Typically, loan disbursements are made directly to the educational institution.
Appeal Against Awarded Loan Amounts
If you ended up getting Unsatisfied amount, you may complete and submit an appeal through Online Appeal window which will be open from 15th-20th November, 2023 and thereafter results will be communicated through SIPA.
